All three partition England exactly once, so selecting and summing areas within a level never double-counts.

Region — the 9 statistical regions of England (North East, London, …).
Sub-ICB location — NHS health geographies that sub-divide the 42 Integrated Care Boards (106 in all). Grouped here by their ICB.
Local authority — council areas: lower-tier districts, unitary, metropolitan and London boroughs (309). Counties and regions are excluded as they are aggregates. Grouped here by region.
